🎯 Objectives

  • Enhance productivity, competitiveness, technology, skills, and market access of MSME clusters.

  • Facilitate collective action via Self Help Groups, SPVs, or consortia.

  • Establish/upgrade infrastructure and set up Common Facility Centres (CFCs) for services like testing, training, CETP, etc.

👥 Who Can Apply?

  • Cluster groups of MSEs, legally registered as associations, consortiums, SPVs, etc.

  • State Govt agencies, MSME-DIs, or nominated bodies acting on behalf of clusters.

🔄 Intervention Types

  • Hard Interventions:
    Setting up physical infrastructure — common testing labs, raw material depots, CETP, packaging, flatted factory complexes, plug‑and‑play facilities.

  • Soft Interventions:

✅ Eligibility Flow

  1. Prepare cluster diagnostic report and DPR.

  2. Constitute SPV or registered entity representing the cluster.

  3. Submit application via the official portal or through MSME‑DI/state nodal agency.

  4. Obtain approval from National Project Approval Committee (NPAC).
