ASPIRE – A Scheme for Promotion of Innovation, Rural Industries and Entrepreneurship

ASPIRE is a flagship initiative by the Ministry of MSME to promote entrepreneurship and job creation in agro-rural sectors through innovation-led incubation, technology development, and support to Livelihood Business Incubators (LBIs) and Technology Business Incubators (TBIs).

The scheme focuses on creating a supportive ecosystem to transform traditional rural skills into viable enterprises and to build capacity for new-age startups in agriculture and rural sectors.

Objectives

• Promote entrepreneurship in agriculture and rural-based industries

• Establish and strengthen Livelihood Business Incubators (LBIs) and Technology Business Incubators (TBIs)

• Develop and support innovative business models in rural sectors

• Facilitate access to finance, market linkages, and modern tools

• Generate employment through skill-based, value-added enterprises

Key Features

1. Livelihood Business Incubators (LBI):
These provide skill development, training, and mentoring support for rural artisans, youth, and entrepreneurs. LBIs help promote low-cost, scalable rural enterprises in food processing, crafts, natural products, and services.

2. Technology Business Incubators (TBI):
These focus on higher-end technology-based enterprises and innovations. TBIs provide infrastructure, R&D support, technology mentoring, and business development for rural/agri-tech startups.

3. Financial Assistance:

• One-time grant of up to ₹1 crore for setting up LBIs

• Support up to ₹1 crore to eligible TBIs

• Funding support also available for business models that support rural employment generation

Eligible Institutions

• NGOs, societies, trusts, and other legal entities

• Industry associations and academic institutions

• Existing incubators approved by central/state governments

• Private sector partners with rural enterprise experience

• State Governments and their nodal agencies
