The SFURTI scheme, initiated by the Ministry of MSME, aims to revitalize traditional industries like khadi, coir, handloom, handicrafts, and rural artisanal sectors through structured cluster development. The scheme promotes collective growth, infrastructure development, and market access for artisan groups and micro enterprises.
Organize artisans and traditional industries into structured clusters.
Improve livelihood and employment in rural and semi-urban areas.
Enhance marketability through product design, packaging, and branding.
Create modern production infrastructure and shared facilities.
Strengthen cluster-level institutions for long-term sustainability.
| Intervention Type | Description |
|---|---|
| Hard Interventions | Setup of Common Facility Centres (CFCs), raw material banks, modern equipment, storage, packaging, and processing units. |
| Soft Interventions | Training programs, skill development, design and product development, branding, and market linkage initiatives. |
| Thematic Interventions | Promotion through e-commerce, digital marketing, institutional partnerships, and technology enablement. |
Funding Range: ₹2.5 crore to ₹5 crore per cluster
Government Support: Up to 90% of total project cost depending on cluster type and category.
The scheme is open to NGOs, government institutions, cooperatives, SHGs, producer companies, and similar bodies with experience in rural or artisan-based development. Approved clusters must form a legal entity such as a Special Purpose Vehicle (SPV) – typically a Trust, Society, or Producer Company.
Applications are routed through State and Central agencies and reviewed by a Scheme Steering Committee. Each cluster must also work with a designated Technical Agency for planning and implementation.
