What is TS-iPASS?

TS-iPASS is an online single-window clearance system that allows industries, manufacturing units, and service companies to obtain required approvals, licenses, and certifications within a defined time frame.

The system eliminates the need for multiple departmental visits and provides a single interface for all industrial approvals.

Approvals Available Through TS-iPASS

Businesses can obtain multiple approvals through the TS-iPASS portal, including:

  • Pollution Control Board approvals for industrial establishment

  • Factory plan approval from the Factory Department

  • Building plan approvals from HMDA, DTCP, or KUDA

  • Land conversion permissions

  • Non-Agricultural Land Assessment (NALA) conversion approval

  • Power feasibility approval from TSSPDCL

  • No Objection Certificate from Gram Panchayat

  • Fire Department clearance

  • Water supply and sewage permission from the Water Board

This integrated system significantly reduces the complexity of obtaining multiple approvals from different departments.


Classification of Enterprises Under TS-iPASS

Projects are categorized based on the investment in plant and machinery or equipment.

Micro Enterprises

Manufacturing: Up to ₹25 lakh
Services: Up to ₹10 lakh

Small Enterprises

Manufacturing: ₹25 lakh – ₹5 crore
Services: ₹10 lakh – ₹2 crore

Medium Enterprises

Manufacturing: ₹5 crore – ₹10 crore
Services: ₹2 crore – ₹5 crore

Large Enterprises

Manufacturing: ₹10 crore – ₹200 crore

Mega Enterprises

Manufacturing: Above ₹200 crore


Combined Application Form (CAF)

All approvals under TS-iPASS are applied using the Combined Application Form (CAF).

The CAF must be submitted online along with:

  • Self-certification declaration

  • Required application fees

  • Supporting documents and attachments

In special cases, applications may also be submitted manually through the designated Nodal Agency as per government guidelines.


Investment Categories for TS-iPASS Approvals

Projects are processed under different authorities depending on the investment value.

Direct TS-iPASS

Applicable for projects with investment up to ₹5 crore in plant and machinery.

State TS-iPASS

Applicable for projects with investment between ₹5 crore and ₹200 crore.

Telangana State-Wide Investment Facilitation Board (T-SWIFT)

Applicable for mega projects above ₹200 crore or projects generating employment for more than 1,000 people.


Processing Time for Approvals

The TS-iPASS Act ensures time-bound approvals.

For mega projects, approvals can be granted through self-certification without waiting for multiple departmental clearances.


Timeline for Establishing Industries

When land is allocated through TSIIC or other government agencies, companies must comply with the following conditions:

  • Financial closure must be completed within one year

  • Industrial operations must commence within two years

If these conditions are not met, the allocated land may be reclaimed by the government.

  • Signed Annexure-I declaration

  • Site layout and land documents

  • Building plan drawings

  • Certificate of Incorporation

  • HMDA or planning authority documents

  • Form B1 and Form B2 (for red category industries)

  • Supporting approvals and attachments
