Eligibility:

Cluster groups of MSEs, legally registered as associations, consortiums, SPVs, etc.
State Govt agencies, MSME-DIs, or nominated bodies acting on behalf of clusters.

Hard Interventions:
Setting up physical infrastructure — common testing labs, raw material depots, CETP, packaging, flatted factory complexes, plug‑and‑play facilities.
Soft Interventions:

Prepare cluster diagnostic report and DPR.
Constitute SPV or registered entity representing the cluster.
Submit application via the official portal or through MSME‑DI/state nodal agency.
Obtain approval from National Project Approval Committee (NPAC).
